Updates to Hong Kong Biodiversity Strategy and Action Plan (BSAP) –
Public Consultation – Our Suggestions

As the Hong Kong Government conducted a two-month public consultation on updating the city’s Biodiversity Strategy and Action Plan ( BSAP ) from 12 May to 11 July 2025, we announced and submitted our suggestions, in order to advocate for Hong Kong's biodiversity strategic development.

As a professional environmental education organization, OWLHK is delighted to learn that “Biodiversity publicity and education” (Priority Action 4) has been highlighted as one of the 27 Priority Actions in the China National Biodiversity Conservation Strategy and Action Plan (NBSAP). To align with the NBSAP and continue the strong efforts achieved under the BSAP 2016-2021, we believe biodiversity education should be further emphasized and strengthened in the updated BSAP.

Regarding the education-related components of the updated BSAP, OWLHK has put forward the following five key recommendations:

  1. A re-survey on the Attitude and Level of Knowledge of the General Public and Stakeholder Groups Towards Biodiversity in Hong Kong should be conducted in the New BSAP.
  2. Outdoor learning, particularly nature-based education, should be enhanced and strengthened within the school curriculum, with leadership and support from the Education Bureau.
  3. The Education Bureau and all teacher training institutions should establish biodiversity and environmental education as a core focus in the Programmes for Aspiring Principals and pre-service teacher training— particularly with an emphasis on early childhood and kindergarten education.
  4. Tertiary institutions should designate biodiversity education as a core topic within general education curricula and develop campus-specific plans for biodiversity conservation and education.
  5. Formulate Hong Kong’s first Education for Sustainable Development (ESD) Action Plan with biodiversity education as its core pillar.
